First, it's impossible to say without seeing the tortoise.
Have you provided a soaking area for your tortoise? That might soak off something that is just stuck to his face.
If the crust doesn't just wash off cleanly, see a vet. Any number of things could be going on and only a knowledgeable person who is examining the tortoise can say what is going on.
