This is a normal behavior. How much of it you want your tortoise to engage in depends on your reaction and the advice of your vet. In the mean time, here is a link to some authoritative information on the red footed tortoise.

What you describe is called coprophagy, and is mentioned at the top of the second page of the download the link takes you to.

Red Foots eat each others Poop,while it doesn't seem normal it sometimes can help other Tort's immune systems, but never let them eat your Dogs feces, dogs and Tort's can carry bacteria's, worms and other things that can make your Tort's sick. Try to keep them separate or at least clean the area's they are in as much as possible...
