Russian Tortoise is making squeaky noise

We have a russian tortoise that is making a squeaky noise and opening and closing his mouth like he is having a hard time breathing. His eyes are clear and not swollen and he has no discharge from his nose or mouth but does seem to be less active and not eating as much as normal. Any help you can provide in regard to what might be going on with our tortoise would be greatly appreciated. Thank you.
