russian tortoise rubs legs together

my russian tortoise will sometimes be walking and then all of a sudden stop and take his two hind legs and start rubbing them together while he wags his tail is that normal? he doesnt do it all the time just sometimes

yea i took him for a check up and the vet said he might have just had an itch or the carpet might feel weird to him but i soak him everyday and make sure he is completely dry but thank you!!

i can't find anywhere that says that is abnormal behavior, next time you visit a vet bring it up, but if it doesnt seem to be bothering him then i guess its fine, try bathing him and dry him completely that may help it
