It's normal for a tortoise to shed scutes. As long as you can't see flesh below, you are fine. If you CAN see flesh below, run, don't walk to a vet.
As for the white spots, if it looks like exposed bone, please see a vet. If the white spots are flaky, also see a vet. Somtiems a slider will get white spots as part of hte shedding process.
