Turtles and terrapins need places to swim. Tortoises don't. If you have a terrapin, I really don't think it should be out of the tank. It won't be able to get back to the water if it needs to. Don't underestimate how well it can hide or where. You won't necessarily be able to find it to put it back. That's not so serious for a tortoise, but for a terrapin or turtle, that's a big problem.

Why not?

My turtle is very active, he is in a pen were he is welcome to leave and come back as he pleases, every once and a while he gets a wild hair up his but and leaves my room to rome with my cats, he is very curious and i have no problem with him running around. the only thing that you have to be careful about is watching out for him.

Letting out the terrapins

No, odn't let them out of the tank. If you think they need more space, get a bigger tank. But if they are active, it might just mean they are happy.
