You are describing a tortoise who seems to need more warmth and sunlight. If you are providing the correct amount of sunlight and warmth, see a vet.
You could be looking at any of the following or something else: bone disease problems with eggs (if you have a female) gout arthritis a physical injury respriatory problems, including pneumonia septicemia (blood infection: Look for pink coloring on the plastron -- undershell)
