my baby sulcata shell is a little soft is that ok?

Sulcata soft shell

No a soft shell is not OK for a sulcata tortoise. This animal is not getting enough calcium. For that, you need two things:

1. You need to be providing calcium in the diet.
2. You need to be providing UVB light (direct sunlight or a light source that provides UVB) so the tortoise can absorb the calcium you provide in the diet.
