Sores on Russian Tortoise's Neck

I have a russian tortoise who seems to be very healthy. He/She is active, eats well, goes to the bathroom regularly and I soak him/her at least weekly. However, he/she has some sores on his/her neck. The sores dont look infected or anything, just scabs. I have no idea how he/she could have gotten these. Are there any diseases that could cause these? Should I just ignore the sores and hope they go away, as the tortoise doesn't seem to be bothered by them? Please help!
