Strange Behaviour

Hello There,
I have an eight year old female Map Turtle called Murtle. Lately, she has been acting pretty strangely and I have a couple of questions that immediately require answers.
1) My turtle Murtle is turning her clean water dirty every time I clean her tank out which is every 2 weeks. She does it in a bout 2 hours.
2) My turtle Murtle also seems to be laying eggs but she has had no contact what so ever with a male turtle.
Please can I have an answer soon as I feel these questions are very peculiar.
