He lives indoors but, he has an outdoor pen that I try to put him in for a few hours a day when it's warm outside. He is fine when I put his pen in the dirt but, gets the runny/bubbly nose when his pen is in the grass. No, I haven't asked a vet.

I've never heard of it, but I wonder if it's got an allergy. I'm assuming you are talking about hours, and not days being in the grass. If it's days, it's got an upper respiratory infection. But if it's hours, I would suspect allergies.
