sulcata tortoise wont eat and eyes are closed

i just bought a sulcata tortoise yesterday, unsure of the age. he is about the size of the palm of my hand. he wont open his eyes unless i rub gently with warm water and then he closes them a few minutes later. he is not roaming his cage at all and wont eat anything. i can not get his mouth open to syringe feed him. i was so excited to get him and now i am so sad, not what i expected. my mom has one about the same size and all but hers is doing great and no problems at all. what should i do, any ideas? thanks
