Swollen and blue

I just noticed that my Russian tortoise's neck and legs are swollen and she has a bluish tint to her skin. She also cannot open her eyes. What is wrong with her? I am extremely worried. Her tank is clean and water is changed daily. The other tortoise in the tank is perfectly fine. Can you give some hint as to what to do to make her better? She still walks around.
