swollen neck and bluish color

Hi my star tortoise has gone into hibernation last week. He has swollen eyes and also his neck is swollen. He sometimes changes his position like moving neck outward or moving it back inward. Also the neck is having a bluish coloration. He is peeing alot with very dirty smell almost everyday. Can you help. please. As there is no vet available in the region to treat turtles and tortoises, it would be helpful if you could give the name and dosage of salts/medicines to be given to him and how. Also we tried waking him up. But he isnt waking also. SO if needed, suggest ways to take him out of hibernation stage also. Thanks in advance. i am attaching a picture of him. He is in real bad shape.please help ASAP.
