Hmmm...

Thats strange, any type of tortoise would have grown significantly in that peeriod of time.
if she/he has UVB the tubes have to be changed every six months and compacts every year. that means the calcium d3 supplemets may have prevented MDB but normal calcium usage would be restricted causing EXTREMELY slow growth rate.

if that is not maybe the tank is to small???
sometimes a tortoise can live for years in a tiny tank then suddenly die.

the rule of thumb for tortoise cage space is this formula.
height of tortoise x 1 square meter, so a tortoise who is 2 feet tall is going to have a three foot tall enclosure.
width of tortoise x 3 square meters, this would be a tortoise who is two feet wide, would have a six meter wide enclosure.
length of tortoisex3 square meters, a 3 foot tortoise would have 9 meter long enclosure.

Again, The Formula

height of tortoise x 1 square meter
width of tortoise x 3 square meters
length of tortoisex3 square meters

Good luck!
