To hibernate or not to hibernate?

I am interested in buying a Horsefield tortoise but I seem to be getting conflicting information as regards hibernation. My local (and reputable) store in the UK says that the english born and bred Horsefields do not need to hibernate, is this true or are they mistaken? The Horsefields they sell are approximately 18 months old.
