My 7 year old russian tortoise also has flaky skin at the moment but I think it is normal for all reptiles skin to shed. I just make sure I keep her hydrated and bath her regularly. As long as her behavour has not altered and she is eating I would not worry.

My understanding is that their skin can get flaky if they are dehydrated but that it also gets flaky and peels when they grow.
