The best thing you can do is take your tortoise to the vet. Eye problems can be very serious. The sooner you get treatment, the better it will be for your tortoise.
The vet will probably give the tortoise vitamin A or an antibiotic. Sometimes the vet will give both. You may also have to change some things in the habitat. The more questions you ask your vet, the more help you will get.
