You want your tortoise to have the same sort of sunlight exposure as he would have outside, so time the lamps to mimic the sun.

Be sure you have areas the tortoise can go to to escape the lamps, too, if necessary. You don't want to overheat your tortoise.

Many people use a heat pad for heat and the lamps mainly for the health benefits of the light.
