Tortoise male or female?

I have two tortoises believed to be Herman tortoises at the age of 4 born (2007). one of them is quite larger than the other, including the claws. Does this maybe indicate a female and a male? Or isit that one is just larger than the other? With them been still only young is there anyway I can clarify what sex my tortoises are please.

I have the understanding that with turtles if the underside is flat its a female,if concave(curves in)then a male.
This is so that when the male mates his belly will fit on her back. Maybe it's the same with tortoises.
