Heat lamps are not enough. You need UVB light. Your tortoise can't thrive without it.

My baby leopard tortoise

I also have a tortoise he's a baby leopard tortoise and he has respiratory disease i have taken him to the vet and they have given him 2 shots. but he still looks pretty bad. i have been bathing his shell twice a day in warm water, he has too heat lamps i keep on him all day at 90 degrees and feeding him gurber baby food which is what the vet suggested. i try feeding him with a syringe but he wont open his mouth at all. I really want him to eat because hes losing weight is there any other way to make him eat? I don't want him to starve to death either.

sick tortoises

You need a whole different habitat. Right now the biggest problem is lighting. Tortoises and turtles need sunlight to metabolize their food. Sunlight coming through a window is not enough.

You need to find out exactly which animals you have. Then you need to provide them an environment suitable to that animal.

Please contact a tortoise or turtle rescue center in your area for immediate help in identifying your animals and getting information on what to do.

Please do this right now. These animals are very sick and may die unless you sort this out.

Tell us about the habitat you have for them. Either you are not providing what they need, or they arrived in your care ill.
