tortoise shell problems

I have a 50 year old tortoise that has a prong on the front of its shell. It seems to be digging into its neck. is it safe to file this down, or should I just leave it?

If it's damaging the neck or seems to bother the animal, see a vet for advice. If not, I'd just leave it.
