My Black Russian Tortoise wags his tail when I take him outside to roam around after work! Now I know why! :)

Their sex organ comes from within a male Tortoise's tail so of course they mate with their tail, they wag their tail when they are Excited or Happy and they release waste from their tails...females release eggs from their tail.
