I withdrew the leg on my turtle and padded it then taped it safely under his shell. I fed him calcium and 5 months later his leg had healed.

Stabalize the leg as much as possible. I'd try wrapping the animal snuggly in a towel -- as long as that doesn't cause a problem to the broken leg. Take the animal to a vet who will know what to do and how to do it.
