To start with I cant help you unless you tell me which breed he is. Most tortoises shouldn't hibernate until the age of 5. If you could put a photo on of him/her I could see what breed he is. Some breeds don't hibernate at all. Generally if he/she is smaller than your hand I take it shes under 5 so she should not hibernate. Good Luck
