my seven year old herman tortoise has swollen eyes and not responding to chloramphenicol eye drops and warm baths

It sounds like it's time to see the vet. Since you have already tried to treat this on your own without success, a professional opinion is called for. A reptile vet is best, but any vet is better than no vet.

Keep it slow and steady.
