A turtle lives in the water and a tortoise lives on land, so no, these two will not live together. That is like trying to make a bird and a fish live in the same place.
Except it's actually worse because a turtle and a tortoise that come in contact with each other can make each other ill because they each carry different germs that will not harm them themselves, but could be deadly to the other animal.
