Turtle Biting Himself

My turtle appears to be a red eared slider turtle. However, I am not fully sure. His colors have faded given he is aout 25 years old. He is constantly biting at his front feet/claways and he will frantically frolic around his tank for about 20 minutes as though his hand is stuck in his mouth. However, I know he is just biting it himself so it isn't really stuck. He does this after he tries to bite at the glass. He is fed once or twice a day. I don't know what is wrong with him. He has a massive case of shell rot too. Nearly every scute it diseased but I don't have money to take him to the vet. I bought him the best light I could and better food as well as a basking ramp. What is wrong with my turtle? I've read turtles who bite at themselves are diseased.
