i had the same prob with mine 2 weeks ago. since there's just one vet in whole India, i called him up and asked him for some help. He suggested me to add a capsule's powdre to my redearslider's tank and apply an eye ointment on his eye and keep him in dry conditions with that for around 30 mins and then add an eye drop to his eye and then let him go in the water! this showed results from the second day and now my turtle is just fine but is a bit lazy!

The white film is at the least a sign of infection. At the worst, it is caseated pus. Only a medical professional can treat this. Do NOT wait and do NOT try to fix this yourself or your will have a blind pet. A blind turtle is very seriously handicapped because a turtle uses vision to find food.
Please get help as soon as you can.
