Turtle Energy

Ever since I've had my turtle, he never moves, he just sits in the water. If I put him in deep water he'll swim, but other than that he never moves. My sister's turtle(we keep in a different tank) walks and crawls rapidly. is there anything I can do to hype up my turtle and get him to be energized? Thank you.
