Can you be more specific? Is this attached to your pet in some way? Is it on the animal's head?
Turtles do shed skin, so that might be what you are seeing, but it's hard to tell from your limited description.
Keep it slow and steady.

You have to be more descriptive, is the white stuff on her head, Sounds like your Tort needs a visit to the Vet.
