Wheesing Hermann

My younger brother has two Hermann Tortoises, a male and a female, today the female started to act differently. She normally roams around and is very active but she started staying still. Now she is sticking her neck out and making a wheezing or coughing sound. What can be wrong?! We are very concerned.
