Your Tortoise is trying to find a way out of his enclosure, he is scared and its natural for him to scratch, they are also diggers and they think they can dig out of where ever they are. Get your Tortoise a enclosure he can hide in. I purchased a hollowed out log from the pet shop that had been cut in half and my Tortoise loves it. It makes him feel safe and gives him a place to sleep.
