Why does my Turtle keep rubbing its eyes?

My turtle keeps rubbing both its eyes. I looked at the eyes and it looks like a little bit of red goo is in both of its eyes. Is it an infection? If so, what causes them and how do I treat it? Do I need to take it to the vet?
