Wobbling hands

Hello my yellow bellied turtle keeps wobbling or shaking her hands at a rock that's in her tank, is this some sort of love dance or does it mean she is lonely I wouldn't mind getting another turtle for company as she seems to be healthy with no sore eyes, good shell or fungi but I think I would prefer to get another female as I wouldn't like the fact that she have little cute turtles and I would have to give them away. would it be ok to put to females
together?
