Your Tortoise needs a larger area and some outside time. Find a area that can have fresh sunshine and warm enough to stimulate movement and a positive safe feeling ..some use a plastic pool used for kids filled with hay or shredded newspaper or other substrates to climb in warm up in and dig in...if this doesn't work take him to the vet...GoodLuck! Your pet needs to have UVA & UVB to be healthy and fresh air and a extended area to explore goes along way to keeping them stimulated and healthy...and Happy!
